Ms. Julianne Schumacher Gran was
born in Texas and raised in Indiana. After graduating from Carmel
High School in Carmel, Indiana, she received a B.A. in chemistry
from St. Olaf College in Minnesota.
Ms. Gran attended the Indiana University School of Law, Bloomington,
graduating with honors in 1990. Following law school, she moved
to Chicago and concentrated in the representation of boards of
education and other local governments. She worked extensively with
a wide range of school districts in the areas of labor and employment,
debt financing, school construction, and the constitutional protections
afforded to religion and free speech.
During later service as Administrative Law Judge for the Illinois
Educational Labor Relations Board, Ms. Gran presided over hearings
and issued rulings on allegations of unfair labor practices arising
under the Illinois public sector labor act governing school districts
and community colleges. She has also worked with issues particular
to postsecondary education while serving as staff attorney to the
Kentucky Community and Technical College System.
At Pepple & Waggoner, Ms. Gran’s
practice focuses on grievance arbitrations, employment law, tax
and levy issues, and general representation of boards of education.
Ms. Gran has been admitted to practice in the state courts of
Ohio, Illinois, and Kentucky, the U.S. District Court of the Northern
District of Illinois, and the U.S. Court of Appeals for the Seventh
Circuit. She is a member of the Cleveland Bar Association and the
Ohio Council of School Board Attorneys. She participates as a mediator
in the pro bono Be Counted Truancy Mediation Program administered
through the Cleveland Bar Association.
