KEVIN J. LOCKE, ESQ.  Mr. Kevin J. Locke was born in Canton, Ohio, and grew up in North Canton, Ohio. Upon graduation from high school, he attended The University of Akron where he earned a Bachelor of Arts degree in Business/Personnel Management. Mr. Locke earned a Juris Doctor degree from the C. Blake McDowell School of Law, Akron University. While attending the McDowell School of Law, Mr. Locke concentrated on courses in labor law and, upon his graduation from law school, he began practicing exclusively in the area of public school law. During his legal practice at Pepple & Waggoner, Ltd., Mr. Locke has acquired experience in public sector labor contract negotiations, board of education policy preparation, job description design, teacher evaluations and nonrenewals, reduction-in-force matters, student suspension, unfair labor practice defense, grievance arbitration and general school law representation. Mr. Locke is a member of the American and Ohio State Bar Associations. He is also a member of the Ohio Council of School Board Attorneys. Mr. Locke has been admitted to practice in all Ohio State Courts; the U.S. District Court, Northern District of Ohio; and the U.S. Court of Appeals, Sixth Circuit.
