Mr. R. Brent Minney was born in Parkersburg, West
Virginia, but his family moved to eastern Ohio when he was fifteen.
He graduated from Cadiz High School in 1971, and received a Bachelor
of Arts of Degree with high distinction in Political Science from
Ohio Northern University in 1975. He earned a Juris Doctor degree cum
laude from the University of Dayton School of Law in 1978.
Mr. Minney is licensed to practice law in Ohio and has represented
clients in the United States District Court of Ohio (Northern and
Southern Districts), the United States Court of Appeals for the
Sixth Circuit, the United States Supreme Court, and various courts
in Ohio, including the Ohio Supreme Court. He was a member of the
Executive Committee of the Ohio Council of School Board Attorneys
from 1991 to 2004 and served as its Chairperson in 1997. He also
served as Chairman of the Attorneys' Workshop at the Capital Conference
in 1992, 1995, and 2001, is a member of the American, Ohio, and
Akron Bar Associations, and has been the Legal Services Director
of OME-RESA since 1979.
Mr. Minney began his legal career as an Assistant Prosecutor for Muskingum
County, Ohio. During that time, he represented county officeholders, townships,
local school districts, and the joint vocational and county school districts
in Muskingum County. Since 1981, his law practice has been limited exclusively
to the representation and counseling of public school districts and boards
of education.
Mr. Minney negotiates for boards of education, but his major emphasis is in
the areas of special education law, litigation, grievance arbitration, and
general counseling of boards of education, as well as providing written legal
opinions and writing policy books for client school districts. He has presented
numerous speeches at national disability law seminars and to various groups
of educators and school law attorneys and authored articles on education law
topics. Mr. Minney is the co-author of the Ohio Sports Law Handbook published
by the Ohio School Boards Association in 2004, and the Complete Guide to Employing,
Training & Supervising Paraprofessionals published by Brownstone Publishers,
Inc. in 2005. He is also on the Board of Advisors of the IDEA Compliance Insider.
